Whoever violates any provision of this traffic code for which another penalty is not provided shall, for a first conviction thereof, be fined in an amount set by Council from time to time or imprisoned not more than ten days; for a second such conviction within one year thereafter, such person shall be fined in an amount set by Council from time to time or imprisoned not more than 20 days, or both; and, upon a third or subsequent conviction, such person shall be fined in an amount set by Council from time to time or imprisoned not more than 30 days, or both.
