By the Federal Safe Drinking Water Act of 1974 and 1996 amendment, being 42 U.S.C. 300f et seq., and W.Va. Code Ch. 16, Art. 1, the water purveyor has the primary responsibility for preventing water from unapproved sources, or any other substances, from entering the public potable water system.
