(A) The monthly charge for the collection of solid waste containers, cans or bags and recyclables not exceeding 40 gallons in capacity and not exceeding 40 pounds per bag or can in weight, for each single-family unit, whether the same is a single-family house, apartment unit, condominium or one unit of a duplex, shall hereafter be in an amount set by Council from time to time.
(B) The monthly charge for commercial establishments and multiple-family or individual dwelling units where the owner or landlord agrees to be responsible for the payment of solid waste and recyclable collection fees shall hereafter be as follows.
(1) Any commercial customer requiring the collection of refuse from a dumpster leased from the city’s contractor shall be charged a fee not to exceed the fee listed in the approved bid document submitted to the city.
(2) Any commercial establishment requiring the collection of bags or containers shall be charged a fee per month, negotiated between the customer and the city’s contractor, based on the customers necessity of pick-up times and the estimate of the expected weight of the customers solid waste and recyclable generated.
(3) The City Council shall serve as a board of appeals for any commercial customer who feels that the price negotiated for hand pick-up is unfair based upon charges for other commercial customers with similar trash volume and pick-up requirements.
(C) The city’s contractor shall be responsible for the billing and collection of all city refuse disposal customers. The city’s contractor shall make all customers aware of the billing and collection schedule. The city’s contractor shall also make all customers aware of all delinquent fees and interest that are to be charged past due accounts.
