(A) Any person violating any provision of this chapter for which no specific penalty is prescribed shall be subject to § 10.99.
(B) (1) Any person accused of a violation of an ordinance prohibiting parking a vehicle in a designated area, or restricting the length of time a vehicle may be parked there, may settle and compromise the claim against him or her for the illegal parking by paying to the village: a fine in accordance with Chapter 34 for each such offense. The payment may be made at or mailed to the village staff to be credited to the municipal treasury.
(2) Division (B)(1) above shall not apply to persons parking a vehicle in a fire lane, to persons parking a vehicle so as to obstruct the entrance or exit of any place where Police or Fire Department apparatus or other emergency equipment is kept or housed, or so as to block an emergency entrance in a hospital. Nor shall division (B)(1) above apply to any person charged with parking a vehicle so as to entirely obstruct traffic in any street or alley, or parking in such a way as to reduce traffic on an arterial street to a one-way traffic only, nor to any person who refuses to move a vehicle illegally parked at the request of any member of the Police Department.
(3) In addition to the authority granted by state statutes and elsewhere in this code to tow, remove and store vehicles, any police officer of the village is hereby authorized to remove or cause to be removed to a place of safety, any vehicle found parked in a designated fire lane. The costs of the removal, and reasonable storage costs if the vehicle is not removed by the owner thereof on the same day that the vehicle is removed from the fire lane, shall be at the expense of the owner of the vehicle.
(C) The penalty for violating § 70.05 shall be in accordance with Chapter 34 per violation and, if it becomes necessary for the police to have a vehicle removed and relocated, the violator shall not be deemed to comply with § 70.05 and shall remain liable for the fine provided, plus all costs resulting from the removal, relocation and storage of the vehicle.
