§ 70.05 SNOW REMOVAL; EMERGENCY.
   An emergency is automatically declared to exist within the village whenever there is an accumulation of snow and ice of two inches or more; at which time a parking prohibition shall automatically become effective throughout the village in accordance with the provisions of this section. All public streets in the village are designated snow routes.
   (A)   It shall be unlawful for any person to park, or allow to remain parked or unattended, any vehicle on any designated snow route until the streets have been cleared of snow.
   (B)   A vehicle that is parked and/or unattended when there is an accumulation of snow or ice of two inches or more shall be prima facie evidence of violation of this section by the person in whose name the vehicle is registered.
   (C)   Members of the Police Department are hereby authorized to ticket, pursuant to this section, any vehicle parked and/or unattended in violation of this section, and if the village staff deems it necessary to effectuate snow removal operations, have the vehicle removed.
   (D)   When the parking prohibition of this section becomes effective upon the occurrence of certain weather conditions, it shall take precedence over provisions of law normally in effect; except, that it shall not take precedence over provisions of law relating to traffic accidents, emergency travel of authorized emergency vehicles or emergency vehicles or emergency traffic direction by a police officer.
