§ 130.36 UNLAWFUL CONGREGATION DEFINED; ORDERS TO DISPERSE.
   (A)   It shall be unlawful for any person or persons to be in or congregate on public property or in any other public place if the purpose or the effect of that congregation is to:
      (1)   Unreasonably obstruct or impair the proper use of the public property or public place by others for the purposes for which the public property or place is intended;
      (2)   Intentionally harass or unreasonably annoy (whether intentional or not) other persons availing themselves of the use of the public property or place or using adjacent property; or
      (3)   Obstruct or render any public thoroughfare unsafe for normal use of and passage by vehicles or pedestrians.
   (B)   This section does not prevent the Town Council or the owner or operator of any public place from granting a permit for temporary special use of public property or public places for purposes other than those for which they are usually intended, as for parades, sporting events or other community or special events.
