(A) Officers at or above the rank of Captain shall not be included in the group of police officers presented by a union or other organization for collective bargaining purposes.
(B) The City Council hereby finding the election by the city’s police personnel consisting of those officers below the rank of captain and including civilian police clerks, to designate the Fraternal Order of Police, Lodge 80, as the officers bargaining agent: now, it is ordained the Fraternal Order of Police, Lodge 80 is the collective bargaining agent for the city’s police personnel, below the rank of captain and including civilian police clerks.
