§ 36.03 ZONING MAP AMENDMENT/CONSENSUAL ANNEXATION APPLICATION; PUBLIC HEARING ADVERTISEMENT COSTS.
   (A)   The cost of advertisement of a public hearing in relation to any zoning map amendment application or consensual annexation application shall be paid by the applicant. Additionally, the cost of advertisement of the adopted ordinance in relation to the approval of a zoning map amendment or consensual annexation shall be paid by the applicant as well.
   (B)   At the time a zoning map amendment or consensual annexation application is received, the City Clerk's office shall prepare the required public hearing notice and the resulting ordinance and shall notify the applicant of the total advertisement cost when it first becomes available from the newspaper with the largest circulation in the county.
   (C)   Failure to pay advertisement costs within seven days of notification and/or invoice of public hearing costs and 15 days of the date of notification and/or invoice for the ordinance shall be a civil offense and shall be subject to citation by the Code Enforcement Officer.
   (D)   In addition to the costs of advertisement(s), upon citation by the Code Enforcement Officer, the applicant shall owe a fine of $50. The terms of §§ 31.15 through 31.29 shall apply as to the procedures of the Code Enforcement Board. Furthermore, no building permits shall be issued in relation to the subject real estate until such time that costs assessed to this section are paid to the city.
