Upon installation of a new storm water control facility on private property, or a new connection between private property and a public drainage control system, sanitary sewer or combined sewer, the property owner shall grant the approving agency the right to enter the property at all reasonable times and in a reasonable manner for purpose of conducting required and authorized inspections. This right includes the right to enter when a reasonable basis has been established to believe that a violation of this chapter is occurring or has occurred.
