Culverts and bridges, including proper backfill, shall be designed in accordance with the methods given in the Drainage Guidance Manual published by the state’s Transportation Cabinet, Department of Highways, or other applicable State Transportation Cabinet manual as approved by the approving agency. The maximum allowable headwater should not exceed 1.2 times the structure rise unless specifically approved by the approving agency on a case-by-case basis.
