This chapter is adopted pursuant to the powers granted and limitations imposed by state laws, including the statutory authority granted to Kentucky cities in Kentucky Constitution § 156(b). This chapter is adopted pursuant to requirements of the national pollutant discharge elimination system and the state’s pollutant discharge elimination system storm water Phase II general permit.
