The minimum requirements for roadways in the city which will be taken over by the city for perpetual maintenance are as follows.
(A) The base of the roadway must be four inches of compacted dense grade aggregate.
(B) Four-tenths of one gallon tack coat (per square yard) between the base and the asphalt coat.
(C) The asphalt on top of the base shall be one and one-half inches of Class I, surface mixture.
(D) All asphalt streets turned over to the city for perpetual maintenance must have a width from edge of asphalt to edge of asphalt of 20 feet.
