For the purpose of this subchapter, the following definitions apply unless the context clearly indicates or requires a different meaning.
COMMISSIONER. The state’s Commissioner of Housing, Buildings and Construction.
ORDER or SPECIAL ORDER. An order of the Fire Chief of the city, or his or her designated agent, designed for the prevention of fire loss, which affects or may affect the property rights of a particular owner or designated property.
OWNER. Any person who owns, occupies or has charge of any property.
PROPERTY. Property of all types, both real and personal, movable and immovable.
