Recognizing the necessity of an electrical code, the City Council hereby adopts as the safe and practical standards for the installation, alteration and use of electrical equipment in the city the code known as the National Electrical Code, 1978 Edition, N.F.P.A. #70, as published by the National Fire Protection Association. These rules and regulations regarding the installation, alteration and use of electrical equipment known as the National Electrical Code are hereby adopted by reference as if copied herein in full. A copy of the adopted National Electrical Code containing such rules and regulations shall be kept on file in the office of the City Clerk.
