Any party failing to obtain any permit required under this subchapter at the initiation of construction or demolition shall pay a penalty equal to 25% of the amount of the building and/or construction permit. In addition, there shall be assessed a penalty of 10% of the amount of the original building permit for each week (seven-day increment) that construction and/or demolition has continued without a permit. In no event shall the total penalties exceed 100% of the original permit amount.
