Applications for license under this chapter shall be made to the City Clerk along with a written statement by the applicant that he or she will keep his or her trucks or vehicles containing garbage or refuse covered at all times when they are moving along the streets and highways and that he or she will collect garbage and refuse on a regular schedule charging uniform rates based upon the type of service rendered. Application for renewal of licenses shall be every three months and licenses may be cancelled at any time upon a finding by the City Council that the public interest will not be served by permitting the licensee to continue in business. All garbage and refuse shall be disposed of on the day collected.
