All soliciting pursuant to a permit issued under this subchapter shall be done in a safe and courteous manner and shall comply with the following minimum requirements.
(A) All persons engaged in solicitation shall carry a copy of the permit and shall display it to anyone who requests to see it.
(B) Signs, no larger than 24 inches by 36 inches and no smaller than 18 inches by 24 inches, clearly identifying the organization holding the permit and stating the purpose of the solicitation shall be placed in each corner of the intersection and shall be clearly visible to traffic.
(C) All persons engaged in solicitation shall wear an orange vest or jacket.
(D) Five orange cones shall be placed on the center dividing lines of each street or highway leading to the intersection. The cones shall be placed 20 feet apart so that they are set up over a distance of 100 feet.
(E) No more than two persons shall be on each street leading to the intersection.
(F) No one under the age of 16 shall engage in soliciting in or on the street, highway or right-of- way.
