(A) The City Council shall act upon the application for a parade permit at the next regularly scheduled City Council meeting after the filing thereof.
(B) If the City Council disapproves the application, it shall mail to the applicant within three days, Saturdays, Sundays and holidays excepted, after the date upon which the application was rejected a notice of its action, stating the reason for its denial of the permit.
