(A) When the Mayor is absent from the city or is unable to fulfill his or her duties provided for in KRS 83A.130(5), the duty to preside at the City Council meeting shall be carried out by a Council member.
(B) The Council member who shall preside at meetings in the absence of the Mayor shall be elected by the members of the City Council from within their ranks by a secret ballot. The Council member receiving the majority vote shall be elected to fulfill this capacity.
