Where an act or omission is prohibited or declared unlawful in this code of ordinances, and no penalty is otherwise provided, the offense shall be deemed a violation, and the offender shall be fined a civil penalty of $250 for each offense. Each day that a violation of this code of ordinances continues shall be a separate and distinct offense.
