(A) Original and promotional appointments.
(1) The Mayor shall notify the Commission members, in writing, which eligible person or persons have been selected for appointment within 48 hours of said selection. The names of the eligible persons not selected shall move up one spot, replacing the appointed eligible person on the certification list.
(2) The Mayor may appoint only persons whose names appear on the certified list of eligible persons. If a vacancy exists, the Mayor may re-employee any former employee that left his or her employment in good standing without that employee going through the civil service process.
(3) The employee may be appointed to the same or lesser classification that he or she held at the time of his or her separation. Any employee that has separated from the city for a period of more than 12 months must follow all of the hiring conditions as set forth in this chapter and be placed on the eligibility list.
(B) Probationary appointment. When filling a permanent position, newly-employed and newly- promoted employees are initially granted a probationary appointment, after which they are required to serve a probation period in the class to which they are appointed.
(C) Permanent appointment. Following the successful completion of the original probation period, employees shall be granted a permanent appointment in their class after which they obtain the full status and benefits of the classified service.
(D) Police/firefighter, lateral entry appointment.
(1) Lateral appointments shall be considered original appointments and treated as such.
(2) A person selected for appointment as a police/firefighter, lateral entry, must provide a complete record of previous police or fire service as appropriate, which shall become a part of the employee’s permanent personnel file.
(3) For purposes of promotion, police officers or firefighters who laterally transfer from a police department or a fire department of another jurisdiction shall not be granted seniority credit for time served in other jurisdictions.
