(A) Police/firefighter-lateral entry.
(1) A lateral transfer eligibility list contains the names of sworn police officers and sworn firefighters of any other jurisdiction who meet the qualifications for employment. Lateral transfer eligibility lists shall be valid for one year from the date accepted by the Commission. Applications for lateral entry will be accepted only when posted by the Department and just prior to the expiration of the current lateral list. Police lateral applicants are persons with three years of police experience, post- graduation from the Department of Criminal Justice training, basic police academy or any police academy recognized by the state’s Law Enforcement Council or the state’s Police Academy. Out-of-state police lateral applicants must have three years’ post-academy work experience and have graduated from a police academy recognized by the state’s Law Enforcement Council.
(2) The Civil Service Commission shall consider this list an open competitive original entrance list and treat it as such. Lateral entry applicants for the city’s Police Department shall be scored utilizing the system set out in § 33.16(D) of this chapter. All other lateral entry applicants shall have their ranking determined by a scoring system determined by the Civil Service Commission at a later time.
(3) The Civil Service Commission shall determine the scoring system for the city’s Fire Department as follows:
(a) The Chief of the Fire Department, or his or her designee, shall submit to the Civil Service Commission a written scoring system for the Civil Service Commission’s review, approval, disapproval or amendment. Said written scoring system shall be submitted to the Civil Service Commission within 60 days of the enactment of this chapter; and
(b) Any future changes to the scoring system after adoption of this chapter shall be approved by the Civil Service Commission by an affirmative vote of a majority of the Civil Service Commission, not less than 60 days prior to any date that said scoring system would be utilized for any applicants for positions with the city’s Police Department or the city’s Fire Department. Any proposed scoring system shall be submitted as any other business to come before the Commission on the first Tuesday of any given month.
(4) The manner in which the Civil Service Commission shall determine said scoring system is as follows.
(a) The Chief of the Police Department and the Chief of the Fire Department, or their designee, shall submit to the Civil Service Commission a written scoring system for the Civil Service’s review, approval or disapproval, or amendment. Said written scoring system shall be submitted to the Civil Service Commission within 60 days of the enactment of this chapter.
(b) In the event that the Chief of the Police Department or the Chief of the Fire Department wish to change the scoring system at any time after it has been approved by the Civil Service Commission, they shall submit any amendments thereto in writing, to the Civil Service Commission, not less than 60 days prior to any date that they wish the scoring system to be changed. The Civil Service Commission shall consider the scoring system at its next regularly scheduled meeting, after submission by the Chief of the Fire Department, or the Chief of the Police Department, or their designee.
(c) Said scoring system, or amendments thereto, shall be submitted, along with any other business to come before the Commission, on or before 5:00 p.m., on the first Tuesday of any given month, as all other business submitted for consideration by the Civil Service Commission.
(B) Requisition. In order to fill a vacancy in the classified service, the Mayor shall request the Commission to certify a list of eligible persons.
