Nothing in this chapter shall be construed to prevent the conducting of facility work as may be necessary for the preservation of life or property, or for the location of trouble in facilities, or for making repairs. However, the person conducting the facility work shall immediately notify the Fire Department and shall notify the Director of Public Works/City Engineer on the first working day after the work is commenced. In emergencies, the provisions of this chapter shall be complied with as closely as possible. Noncompliance with any provision shall be tolerated only if there is actual danger to life or property and, in the event of a true emergency, only temporarily until the danger has passed.
