When traffic conditions, the safety or convenience of the traveling public, or the public interests require that facility work be performed by emergency measures, the Director of Public Works/City Engineer shall have full power to order upon notice or discovery of the facility work, that the person giving notice employ a crew of men and adequate facilities and equipment twenty-four (24) hours a day so that the work may be completed as soon as possible. Noncompliance with the orders shall automatically revoke any authority to conduct the facility work which may have been assumed upon the giving of notice according to the terms of this chapter.
