After facility work is commenced, all work shall be prosecuted with diligence and expedition and completed, and the public way restored to its original condition as nearly as possible, so as not to obstruct the public place or travel thereon more than is absolutely necessary. In no event shall an open trench excavation, except main line replacement, be left open and unrestored for longer than seven (7) days without written permission of the Director of Public Works/City Engineer.
