All material excavated from trenches and found adjacent to the trench or in any street shall be piled and maintained in such manner as not to endanger those working in the trench, pedestrians, or users of the streets, and so that as little inconvenience as possible is caused to those using streets and adjoining property. Where the confines of the area being excavated are too narrow, considering traffic volume and width of the public way, to permit the piling of excavated material beside the trench, the Director of Public Works/City Engineer shall have the authority to require the excavated material to be hauled to a storage site pending backfill, in which event it shall be the responsibility of the person giving notice to secure the necessary permission and make all necessary arrangements for storage and disposal sites. All excavated material shall be laid compactly along the side of the trench and kept trimmed so as to cause as little inconvenience as reasonably possible to vehicular and pedestrian traffic. Whenever necessary in order to expedite the flow of traffic or abate the dirt or dust nuisance, the Director of Public Works/City Engineer may require the excavated material to be confined within a specified area by boards or otherwise and to keep same covered.

All gutters shall be maintained free and unobstructed for the full depth of the adjacent curb for at least one (1) foot in width from the face of the curb at the gutter line and provisions shall be made to take care of all surplus water, muck, silt, or other run-off pumped from excavations or resulting from sluicing or other facility work.

The Director of Public Works/City Engineer may require tunneling or boring in lieu of open trench excavation in any public way whenever in his opinion an emergency does not exist, preservation of the original surface is advisable, and tunneling or boring is feasible.

Open trench excavation shall be restored in accordance with the standard methods, which shall govern restoration of all excavations in public ways and is not limited to pipe installation trenches. In addition, only approved dry materials selected from the spoil or obtained elsewhere that will provide a dense, well-compacted backfill shall be used; broken pavement, large stones, roots, vegetation, rubbish, debris, water, and all form material shall be cleared from the excavated pits. Tunnels shall be backfilled with compacted sand. Unstable pavement shall be removed over cave-outs and overbreaks and the subgrade shall be treated as the main trench. Backfill material shall be placed and compacted in uniform horizontal layers not exceeding six (6) inches thick by mechanical tampers approved by the Director of Public Works/City Engineer. Compaction shall be at least equal to that existing prior to excavation unless otherwise specified by the Director of Public Works/City Engineer in the permit. The Director of Public Works/City Engineer may require soil tests by a recognized soil testing laboratory at the expense of the person giving notice when he believes backfill is not being adequately compacted. Surface material shall be restored of the original or equal type material, whether soil, sod, brick, rock, concrete, asphalt, or other paving unless otherwise specified by the Director of Public Works/City Engineer in writing.

After facility work is commenced, all work shall be prosecuted with diligence and expedition and completed, and the public way restored to its original condition as nearly as possible, so as not to obstruct the public place or travel thereon more than is absolutely necessary. In no event shall an open trench excavation, except main line replacement, be left open and unrestored for longer than seven (7) days without written permission of the Director of Public Works/City Engineer.
