It shall be unlawful to conduct any facility work in any way contrary to or at variance from the terms of this chapter or conditions imposed by the Director of Public Works/City Engineer for the particular facility work. Proper bracing shall be maintained when excavating to prevent collapse of adjoining ground. Excavations shall not have anywhere below the surface any portion which extends beyond the opening of the surface, and shall have no greater surface opening than absolutely necessary to perform the construction or repair applied for. No unnecessary damage or injury shall be done to any tree or shrub or the root thereof.
