Increased traffic within the city and the limited parking facilities within the business district have created a condition dangerous to the public safety and additional regulations are necessary. There is hereby set aside for the use exclusively for trucks in the loading and unloading of freight the following areas in the city. Such spaces shall be designated by the City Engineer by the use of yellow lines marking the boundaries thereof. Such spaces shall be used only by trucks in the loading and unloading of freight, and no truck shall use the space continuously for a period longer than fifteen (15) minutes.
