(A) No certificates of registration shall be issued or renewed during any period a registrant is under citation by the Indiana Plumbing Commission for violation of state statutes, or rules or regulations of the Commission.
(B) However, the registrant shall be entitled to the issuance of a certificate of registration at all times that the registrant is validly licensed by the Commission as a plumbing contractor, journeyman plumber, or apprentice plumber.
