All certificates of registration shall expire upon December 31 of each year. No registration shall be issued for a longer period than one calendar year. No registration certificate shall be issued or reissued until the applicant has first filed an application in due form, and the proper fees have been paid. No registration certificate issued under this chapter shall be transferable to any other person, firm, partnership, or corporation.
