For the purposes of this chapter, repairs shall be taken to mean repairing or replacing of an old fixture by a new one to be used for the same purpose, forcing out waste and repairing leaks in pipes; but repairs or alterations shall not be construed to include cases where new vertical or horizontal lines of soil, waste, vent, or leader pipes are proposed to be used. A building condemned by the Board of Health because of unsanitary conditions shall not be considered as coming under the heading of repairs, but any plumbing in that building shall be considered as new work. Repairs of plumbing as above specified, defined, and limited shall not come within the provisions of this chapter.
