(A) Plumbing permits shall be obtained in the office of the Building Department and applications for such shall be made available in the Building Department.
(B) No application for a permit to do plumbing work shall be issued unless the person making the application agrees to do all work for which the permit is granted in accordance with the provisions of this chapter and subject to the approval of the Building Inspector. No permit shall be issued except to a licensed plumbing contractor or to a property owner doing the work at his or her own place of residence.
