(A) Except as otherwise specifically provided by this chapter, no person shall commence or perform any plumbing work in the city, or cause this to be done, without first obtaining a permit to do so in accordance with the provisions of this chapter.
(B) Any owner, contractor, subcontractor, and any other person in any way responsible for or having control over any work regulated by this chapter shall be severally liable for any violation of this section, and each of such persons shall be subject to the penalties prescribed by § 10.99.
