Upon satisfactory fulfillment of the requirements of this chapter and upon approval of the Board of Public Works and Safety, the Clerk-Treasurer shall issue to the applicant therefor a taxicab driver’s license which shall be in a form so as to contain the photograph and signature of the licensee. Taxicab drivers’ licenses shall be issued as of January 1 of each year.
