§ 119.16 FEES.
   Any person operating a taxicab for pay or hire within the city shall, before so doing, procure from the Clerk-Treasurer a license to do so, for which he or she shall pay to the Clerk-Treasurer as follows.
   (A)   For the first automobile so operated, the sum of $200.
   (B)   For the second and each additional automobile so operated, the sum of $5.
