All applications for licenses for taxicabs for hire shall be made by the owner to the Board of Public Works and Safety upon blanks to be furnished by the Board and the application shall contain the full name and address of the owner, the length of time the vehicle has been in use, the number of persons it is capable of carrying, and the model, serial number, and motor number of the vehicle.
