No person shall be granted a license under the provisions of this chapter for the operation of any taxicab within the city unless he or she shall during the time of the operation maintain a waiting room with sufficient seating capacity to accommodate customers and passengers. The waiting room shall be maintained at all times in a clean and orderly manner and with sufficient heating capacity to properly heat the room.
