§ 119.04 PREPAYMENT OF FARE; DUTY TO ORDERLY PASSENGERS.
   Every driver of a taxicab for hire shall have the right to demand payment of the legal fare in advance and may refuse employment until so prepaid, but no driver of a taxicab shall otherwise refuse or neglect to convey any orderly person upon request anywhere in the city unless previously engaged or unable to do so. No driver of a licensed taxicab shall carry any other person than the person first employing him or her without the consent of the first passenger.
