Every person receiving a license as a junk dealer in the city shall pay to the Clerk-Treasurer at the time of the issuing of the license a fee of $200, which shall entitle the person to conduct the business for the term of one year only. The license may be renewed from year to year by the payment of the further fee of $200 at the beginning of each year for which the renewal may be issued.
