§ 117.02 RECORDS TO BE KEPT.
   (A)   Record books. Every secondhand dealer shall keep a book in which shall be fairly and plainly written, in ink and in the English language, at the time of the purchase or receipt of any article of secondhand merchandise, an accurate account and description of the article purchased or received; the name, age, residence and brief description of the person selling or delivering the article; the price paid therefor; and the date and hour of the transaction. All entries shall be made at the time of the purchase or delivery. No entry in the book shall be erased, obliterated, or defaced.
   (B)   Card record for police. In addition to the record book required by this chapter, all licensees under this chapter shall, at the time of purchase or receipt of any article of secondhand merchandise, fill out a three-inch by five-inch card for each article. Each card shall contain the information required to be kept by licensees under this chapter, and the right thumbprint of the person selling the article; if the right thumb is missing, any of the person’s fingerprints may be used. The thumbprint shall be made in the manner approved by the Police Department and shall not be blurred or obliterated. The licensees shall mail these cards to the Police Department no later than the next business day after the item of personal property is received.
   (C)   List of serialized articles. In addition to the above records, every licensee under this chapter shall provide a list of serialized articles that have been acquired by transfers from any location other than the city to the Police Department no later than the next business day after the articles are received.
