(A) If any bicycle is found upon any public street, highway, or alley of the city which appears to be abandoned, with a mutilated frame number or which is found in violation of § 73.18(A), the bicycle may be immediately impounded by any member of the Police Department and shall only be surrendered to the owner thereof upon proof of ownership satisfactory to the Chief of Police.
(B) Unclaimed bicycles shall be disposed of as directed by the Chief of Police, in a manner consistent with state law.
