§ 73.18 PARKING OF BICYCLES.
   (A)   Bicycles shall not at any time in any place be indiscriminately parked by anyone along buildings, or in a manner that interferes with pedestrian traffic or persons getting in or out of automobiles. If in any business or commercial district or area, or adjacent to any public buildings or institutions, official parking zones or spaces are designated, then it shall be unlawful to park bicycles in these districts or areas except in the officially designated parking zones.
   (B)   Only the rightful user shall move or in any manner interfere with any bicycle which is properly parked as required by this section nor shall any person interfere with or in any manner hinder any person from parking a bicycle in the manner provided in this section. However, members of the Police Department or Fire Department may move or in proper cases prevent the parking of a bicycle when in the judgment of the police officer or firefighter such action is necessary in order to properly safeguard persons or property.
