(A) Each parking facility must have parking spaces reserved for the use of physically handicapped persons according to the following schedule:

(B) A motor vehicle displaying an unexpired handicapped parking permit, an unexpired disabled veteran’s registration plate, or an unexpired handicapped registration plate or decal, issued under the laws of the State of Indiana or of another state, is able to stand or park in a place reserved for the physically handicapped; but only when the vehicle is used to transport a physically handicapped person.
(C) Any person who parks a motor vehicle which does not have displayed a handicapped person’s or disabled veteran’s placard, issued under the laws of the State of Indiana or of another state, is in violation of this section.
(D) On-street handicapped parking spaces in residential areas are available only to a resident who has requested the space and has the proper handicapped person placard on their vehicle. The request shall be made of the office of the Street Commissioner, who shall have the authority, personally or through a designee, to approve or disapprove said request upon performing a proper inspection.
