(A) The Chief of Police, or his or her duly authorized representative, shall serve the city as Traffic Safety Officer in addition to his or her other functions, and shall exercise the powers and duties with respect to traffic as provided in this Traffic Code.
(B) It shall be the general duty of the Traffic Safety Officer to determine the installation, proper timing, and maintenance of traffic-control devices, to conduct engineering analyses of traffic accidents and to devise remedial measures, to conduct engineering investigations of traffic conditions, to plan the operation of traffic on the streets and highways of this city, and to cooperate with other city officials in the development of ways and means to improve traffic conditions and to carry out the additional powers and duties imposed by this Traffic Code or any other laws of this city.
(C) Whenever, in the administration of this Traffic Code, the Traffic Safety Officer takes action as provided herein, his or her acts shall be subject to review by the Board of Public Works and Safety at any time within 90 days; however, his or her acts shall remain in full force and effect unless remanded or modified upon this review.
