For purposes stated in this subchapter, there is hereby assessed a stormwater utility user fee to each stormwater utility user within the corporate limits of the city in an amount as determined below. For purposes of imposing the stormwater utility user fee, all lots and parcels within the city are classified as follows:
(A) Residential properties. A monthly flat user fee for stormwater service rendered to residential property shall be charged to each account within the city according to the service address. All residential properties are hereby assigned one RU. This flat rate shall apply to all residential properties as defined in § 50.102.
(B) Non-residential properties. Non-residential (NR) properties located within the city will be classified in accordance with a size factor and a coverage factor, both as defined in § 50.102. The parcel size will be established to the nearest one-tenth acre. The coverage, or extent of impervious area will be established to the nearest square foot. Each non- residential property shall be charged one RU times the number of ERU listed in Table 1 below.
