§ 31.09 VOTING PROCEDURE.
   Members of the City Council shall vote on all questions requiring a yea or nay vote in order of the wards which they represent, commencing with the first ward and proceeding through the fifth ward and followed by the councilmen-at-large in alphabetical order.
