§ 31.15 COMPOSITION OF COUNCIL; DISTRICTS.
   (A)   The City Council of the City of Shelbyville, pursuant to I.C. 36-4-6-4 does hereby determine that the following districts/ comply with the above statutory mandate and the city is and shall be hereafter divided into five districts as described in Exhibit A attached to Ordinance 22-2967, which exhibit is incorporated herein and made a part hereof as though set forth verbatim herein.
   (B)   If any part of the city is not included in one of the districts established by this section, that territory shall be included within the district that:
      (1)   Is contiguous to that territory; and
      (2)   Contains the least population of all districts that are contiguous to that territory.
   (C)   If any part of the city is included in more than one of the districts established by this section, that territory shall be included within the district that:
      (1)   Is in one (1) of the districts in which the territory is described in this Ordinance;
      (2)   Is contiguous to that territory; and
      (3)   Contains the least population of all districts that are contiguous to that territory.
   (D)   The Common Council further determines that the boundaries of the districts must cross precinct lines so that the districts contain, as nearly as is possible, equal population.
   (E)   The Common Council further determines that the populations of the five districts as determined by the 2010 United States Census and are as follows:
      District (Ward) 1:   4,028
      District (Ward) 2:   4,001
      District (Ward) 3:   3,982
      District (Ward) 4:   4,134
      District (Ward) 5:   3,991
   (F)   The Common Council certifies that any census blocks crossed by a boundary line have no population, and are not likely to ever have population.
   (G)   The legislative body shall be composed of five members elected from the districts established above and two at-large members; each voter of the city may vote for two candidates for at-large membership and one candidate for the district in which the voter resides. The two at-large candidates receiving the most votes from the whole city and the district candidate receiving the most votes from their respective districts shall be elected to the legislative body pursuant to I.C. 36-4-6-4.
