There shall be due to the village, the sum of $32 for a deposit to ensure the prompt payment of the garbage fees assessed pursuant to § 54.04 of the village. The deposit shall be due and payable in all cases wherein the residence, apartment, building, commercial establishment, business, school, institution, or any other improved premises within the corporate limits of the village shall be leased or otherwise occupied by someone other than the owner of the improved real estate. The deposit shall be due and payable at the time application for water service is made and water service shall not be connected until said deposit is paid.
