(A) Effective date. Beginning May 1, 2018, the water rates and connection fees herein specified shall be charged to water customers for water furnished them by the Water Department of the village and for new connections made after said date.
(B) Water rate schedule.
(1) (a) The following charges for water inside the village limits shall be in effect from and after May 1, 2018, as provided herein:

(b) In addition, there shall be a consumption charge of $2.25 per 1,000 gallons of water used.
(2) (a) The following charges for water outside the village limits shall be in effect from and after May 1, 2018, as provided herein:

(b) In addition, there shall be a consumption charge of $ 2.25 per 1,000 gallons of water used.
(C) Water surcharge. Effective May 1, 2018, all water users who have a sump pump or other devise connected to the sanitary sewer system which enables storm water, surface water, ground water, roof run-off, or surface drainage to be discharged into the sanitary sewer shall pay a water surcharge of $75 per calendar quarter. Said surcharge shall be due and payable along with the rates prescribed herein and shall become due and payable on the fifteenth day of the month in which the billing is received.
(D) Penalty. The rates and charges including surcharges shall be due and payable by the fifteenth of the month in which the billing is received. Any payments made after the fifteenth of the month shall be subject to disconnection and reconnection fees as set forth in § 50.01 of this code of ordinances.
(E) Lien upon the premises. All water rates, charges, and surcharges prescribed by this section shall be a lien upon the premises and real estate for which the water service is supplied and used, and if not paid when due, such charge shall be certified to the Village Treasurer and may be recovered by the village in an action at law from the owner or the person, firm, or corporation requesting the service, or it may be certified to the County Treasurer and assessed against the premises served and collected or returned in the same manner as other village taxes are certified, assessed, collected, and returned. Bills for the water rates, charges, and surcharges made by this section shall be rendered on the first day of each month and all amounts charges levied by this section which are not paid within 20 days, shall be deemed to be delinquent and the water service of such consumer may be discontinued. A disconnection charge of $25 shall be assessed against said consumer; service shall be reconnected upon payment in full, and a charge of $25 shall be assessed against said consumer for such reconnection.
