The practice of camping upon the premises of the city landfill or the occupancy thereof or parts thereof by any person, is declared to be harmful to the health of the persons affected and to the inhabitants of the city, and hazardous as creating an undue fire risk to the persons affected, the inhabitants of the city and the owners of premises contiguous to the premises, and is prohibited.
